Recently, the Ministry of Transport, the Ministry of Natural Resources, the General Administration of Customs, the National Railway Administration, and China National Railway Group Co., Ltd. jointly issued the Action Plan for Promoting the High Quality Development of Rail Water Intermodal Transport (2023-2025). (hereinafter referred to as the “Action Plan”).
The Action Plan clearly states that by 2025, the main ports and railways of the Yangtze River trunk line will be fully covered, and the railway arrival rate of major coastal ports will reach around 90%. Major coastal ports such as the Beijing Tianjin Hebei region and surrounding areas, the Yangtze River Delta region, and the Guangdong Hong Kong Macao Greater Bay Area will use dredging waterways, railways, closed belt corridors, and new energy vehicles to transport bulk goods, with a high-quality development of rail water intermodal transportation entering the fast lane.
It is reported that with the implementation of the “Plan”, the transportation methods of bulk goods represented by building materials such as sand and gravel will be optimized and adjusted, and transportation costs will significantly decrease. The transportation radius will be significantly expanded, and the “short leg” properties of sand and gravel will be changed.
The transportation cost of sand and gravel has always been an important aspect affecting sand and gravel profits. Previously, due to factors such as the epidemic and rising oil prices, the sand and gravel industry has suffered greatly. Adopting the “public rail water” multimodal transportation method will greatly reduce the transportation cost of sand and gravel, and on the other hand, it will also expand the market sales radiation range of sand and gravel production areas. In addition, it can also greatly solve the “pollution” problem during sand and gravel transportation, which can be said to be killing three birds with one stone!

On March 13, the Department of Science and Technology of Henan Province reported that the Department had issued the Implementation Plan of Science and Technology Support for Carbon Peak carbon neutrality in Henan Province, and Henan Province would take ten measures to support green and low carbon cycle development with scientific and technological innovation.
According to the Plan, Henan Province will focus on key industries such as energy, industry, transportation, and construction. By 2025, it will break through 10-15 key green and low-carbon core technologies and complete 3-5 major demonstration projects and projects; Build over 80 provincial innovation platforms, including key laboratories, technological innovation centers, engineering research centers, enterprise technology centers, international joint laboratories, and green technology innovation demonstration enterprises (bases); Cultivate around 800 high-tech enterprises in the green and low-carbon field; Build a team of innovative talents with innovative spirit in the field of carbon peak carbon neutrality.
By 2030, the innovation capacity of green and low-carbon technologies will reach the advanced level in China, and green and low-carbon technology talents and innovation teams will form a scale. They will occupy the domestic technological heights in fields such as wind energy, photovoltaic, ultra-high voltage transmission, energy storage, and hydrogen energy. National and provincial green, low-carbon, and high-energy innovation platforms will form a system, and a market-oriented green and low-carbon technology innovation system will be established and improved, significantly enhancing the endogenous driving force of green development, High quality support for Henan Province to achieve the carbon peak target by 2030.
As mentioned in the Plan, Henan Province will promote carbon peak carbon neutrality through science and technology from ten key aspects: promoting energy green low-carbon transformation technology innovation, accelerating low-carbon and zero carbon industrial process reengineering technology innovation, strengthening urban and rural construction and transportation low-carbon and zero carbon technology breakthrough, improving negative carbon and non carbon dioxide greenhouse gas emission reduction technology capabilities, carrying out cutting-edge disruptive low-carbon technology innovation, and promoting low-carbon and zero carbon technology demonstration, We will support carbon neutrality management decisions, synergize carbon neutrality innovation projects, platforms, and talents, foster green and low-carbon technology enterprises, and deepen open cooperation in carbon neutrality technology.
